Randy Cardonell’s career was forged in the tempo of real incidents—where ICS, logistics, and people all have to click at once. With more than three decades in EMS, preparedness, and operations, he’s built a reputation for solving hard problems under pressure and leading teams through complex missions. As COO, he oversees project execution, staff communications, curriculum development, logistics, and planning that span RSI’s consulting, training, exercises, and response services.
Randy’s background includes Emergency medicine, rural health, health information systems, and emergency management roles directing statewide initiatives. He led RSI’s two-year COVID-19 mission in Louisiana, standing up medical isolation sites, coordinating hurricane operations, and aligning partners across agencies. A skilled instructor in ICS/HICS, he translates doctrine into day-to-day readiness so clients can plan, train, and respond with confidence.
