Lynn Mooney

Lynn Mooney serves as the Emergency Response Director for the Madison County Regional Health Department, bringing more than twenty-eight years of experience as a Paramedic and emergency response leader. His career spans frontline care and regional leadership, with roles that include Emergency Medical Supervisor for Madison, Benton, and Chester Counties and Captain of the Madison County Medical Mass Casualty Team.

For the past eighteen years, Mr. Mooney has worked within the Office of Emergency Response at the Jackson–Madison County Regional Health Department, where he has held two key leadership positions. Prior to his current role, he served as Regional Hospital Coordinator, playing a critical role in strengthening hospital preparedness, communication, and coordination across West Tennessee. At the state and regional levels, he serves on multiple advisory and response committees, including the Tennessee Hospital Association Advisory Council and the Tennessee EMS Regional Medical Communications Committee, where he serves as Chairman. He was also instrumental in establishing the West Tennessee Regional Hospital Disaster Planning Council, uniting all twenty-one hospitals in the region.

One of Mr. Mooney’s most significant accomplishments was leading the development of Tennessee’s first mobile hospital, which has been deployed nine times since 2009. He has also supported federal disaster response operations through RSI, including deployments in Puerto Rico and Louisiana. Outside of his professional work, Mr. Mooney values family life and is a devoted husband, father, and grandfather.
