Justin Heim, Ph.D. brings decades of public safety, fire service leadership, education, and consulting experience to his role as Project Manager with Response Systems Inc. His career began in emergency communications and firefighting and later advanced into executive fire service leadership, where he served as a career Fire Chief. That progression gives him a unique appreciation for the realities faced by responders, agency leaders, elected officials, and community partners.

At RSI, Dr. Heim helps guide projects that support emergency services, preparedness, organizational improvement, training, and operational readiness. His work is informed by experience in strategic planning, applied research, program assessment, leadership development, and agency operations. He has also served as a faculty member and mentor in higher education including the National Fire Academy, where he has supported the development of current and future fire service leaders.

Dr. Heim is an Executive Fire Officer and holds a Ph.D. in Business Administration and dual Masters Degrees in Public Administration and Instructional Design and Technology. He is known for bringing a practical, people-centered approach to complex projects, helping organizations move from broad challenges to clear, realistic, and sustainable solutions.
