Jovan Bernard, MPH, BSN, RN, is a Healthcare and Emergency Management Consultant with more than 15 years of experience in healthcare operations, emergency preparedness, public health response, and critical care nursing. She brings extensive expertise in healthcare coalition leadership, strategic planning, disaster response coordination, and the development of resilient healthcare systems.

Jovan has served in leadership roles supporting regional healthcare preparedness programs, where she has managed grant-funded initiatives, coordinated multidisciplinary healthcare partnerships, and developed all-hazards preparedness plans for hospitals, emergency medical services, behavioral health organizations, and community partners. Her expertise includes incident command, hazard vulnerability assessments, crisis standards of care, continuity of operations planning, mass casualty preparedness, patient movement, and exercise design and evaluation.

Throughout her career, Jovan has supported large-scale emergency response operations, including public health emergencies, evacuation efforts, and healthcare surge planning. Prior to her emergency management career, she served as a trauma and surgical intensive care nurse, providing care to critically ill patients and developing a strong foundation in clinical operations and healthcare leadership.

Jovan holds a Master of Public Health in Health Services Administration, a Bachelor of Science in Nursing, and is currently pursuing a Doctor of Nursing Practice degree.
